‘Little Britons contra Global Romanians’

David Cameron’s rhetoric on migration is  ‘dangerously  similar’ to the ‘ominous rhetoric ‘adopted by Nazi regimes in the 1930s according to  Radu Bumbacea, President of the Cambridge Romanian Society. His remarks were carried in the Romanian daily press but he now denies them.

Victor Ponta has yet to retract the language used in criticising the German Christian democratic MEP, Elmer Brok . He was described by him as ‘demagog, iresponsabil, populist” si cu „gandire nazista” after he  recommended restrictions on the free movement of EastEuropean migrants who were travelling westwards mainly to access social welfare benefits.

I know enough about Germany to know that any regression to fascism is extremely unlikely to happen. Unfortunately, I cannot say the same about Romania’s immunity from authoritarianism , especially having observed the  events of 2012

As for  Britain, stormy times may indeed  lie ahead but the triumph of a Venezuelan type furious left-wing populism is a far more likely scenario than the appearance of a British Pinochet.      The chief voice of the far-Right, the British National party is heading for oblivion. The United Kingdom Independence party (UKIP) is a common sense political force which recruits from across the geographical and racial  spectrum and which avoids links with parties like the French Front National.

Britain is one of the most socially tolerant societies on the planet as shown by the incredibly levels of inter-racial marriage. These mainly involve white Caucasians because inter-marriage is far less prevalent among south Asians who have settled in Britain.

But a  poll published last week by the respected British Social Attitudes Survey showed that over ¾ of Britons wished to reduce migration, mostly by a large amount. Some  of the most prominent critic of the open door policy are themselves from a mixed background, often well-travelled and multi-lingual people. They realise that Britain is fast reaching the limits of its ability to absorb newcomers.

After a generation of indoctrination from state agencies that citizens must alter their way of life and expectations in order to accept a multi-cultural society, large numbers of citizens have said they have had enough of what to them amounts to brainwashing. People are beginning to talk back to politicians and groups of  experts paid handsomely by the state to transform society to suit the new doctrine of multiculturalism.

Decision-makers are being told that it is  a failing experiment. It doesn’t encourage integration but instead territorial separatism in increasingly tense British cities. Privileging minorities, irrespective of their behavioural norms or readiness to adapt to British culture, is unacceptable.  This message coincides with the arrival of up to 200,000 Roma in Britain from Eastern Europe in the last decade or more.

Perhaps most come from Romania where majority citizens are keen to differentiate themselves from this high-profile ethnic group which is posing challenges to west European societies much starker than those ever seen in Romania.  Perhaps surprisingly I think that one of the biggest challenges is that the Roma lack a strong group identity along ethnic or national lines. If they had a national cause, however awkward it might be for others inhabiting the same territory, negotiating with them would probably be far easier. They would have leaders, and aspirations, and an immediate  political agenda. But collectively,  they appear to have no long-term perspectives. No doubt there are Roma who wish to improve themselves and be no trouble in the communities where they settle. But tragically, among their own people,  they are not role models deserving of admiration.

Hard as it is for me to say this,  I fear that the wider Romanian society now increasingly resembles that of the Roma and now shares its very limited horizons. Education is less and less esteemed as shown by the epidemic of cheating. Citizens are short-term in their approach to politics and just as easily manipulated by ‘bulibashas’  like Victor Ponta and Dan Voiculescu as many Roma are by their own chieftains.

Above all, many younger Romanians react  to Romania almost exactly as so many  Roma do. It is not a country that inspires them, which evokes a readiness to cooperate with others or make a sacrifice. It is just a territory that they happen to inhabit and for many, leaving the place, perhaps never to return, involves no  hardship. It may even be a relief as shown by the numbers of Romanians abroad who abruptly drop all cultural connections with their homeland.

Even unappealing neo-communist populist politicians whom I encountered in the 1990s often denied that they were nationalists.  By contrast, In Hungary, Poland, Croatia and  Serbia , it was always easier to find bolder exponents of blood and soil nationalism. Today, it is  not surprising that in European league tables of nationalism, quite often Romania is to be fund in the bottom half of the league table.

Britain has always had nationalism directed against apparent  English domination   of the smaller ‘celtic’ lands. Spain saw a similar mobilisation against Madrid centralism in the 20th century. Now it is England which is witnessing the birth of a movement to safeguard national values and interests, one  that soon could be far more powerful than these mini-nationalisms.

It is directed not against newcomers but against a ruling elite which many citizens are now convinced has betrayed the trust that was invested in them to rule wisely and responsibly. UKIP and its intellectual allies believe that England has been the subject of a process of internal colonialism. Globalisation  has benefited big corporations able to depress wage levels by importing cheap workers for whom English salaries are a dream compared to what can be earned back home. It has also benefited an influential cultural Left, sometimes openly Marxist. It believes a radical transformation can occur in Britain by bringing in numerous minority groups. If their interests are championed and they are given a new collective identity as oppressed minorities, then they can become a big voting bank for the far-left inside and outside the Labour Party. The white working class, traditionally moderate in its political instincts, usually rejected calls to revolution  and has become increasingly despised by elites in the bureaucracy, media (BBC), publishing and the arts.

Now there has been a counter-reaction, UKIP enjoys up to 17% support in numerous polls and is expected to do very well in the European elections.  It is not calling for expulsions but for a definite slow down of migration . The priority should be skilled people able to contribute something to the economy in the long-term and capable of integrating rather than creating separate enclaves.

Payments from the  British welfare system are based on place of residence  and not on prior contributions.  So it is not surprising  that Britainis a magnet for  large numbers of very poor people from some new EU states.  Radical British judges have ruled in favour of Roma who, with the help of human rights lawyers, have made successful claims  for housing benefit. Not surprisingly, Britain has also become a magnet for people facing economic hardship in recession-hit  Spain and Italy. Romania, helpfully, has granted citizenship to many people from Moldova.

A range of employers, from British farmers  and multi-national corporations, are keen to recruit foreign workers because they will work often for very low rates of pay.

Sir Andrew Green, a retired British diplomat and the head of ‘Migration Watch’ which monitors the effect of unregulated immigration on British society, is unimpressed:  He believes that ‘It is inexcusable for British employers not to give British workers a level playing field when it comes to recruitment. With a million young people not in employment or training it is imperative they are given the chance to get on the work ladder.’

There is bound to be not just an economic but a social price to pay for Britain becoming a citadel of the global free market: huge pressure on public services, a sense of alienation about the rapid changes that have altered once familiar areas, and escalating  ethnic friction.

Plenty of self-sufficient and  enterprising Romanian  migrants have become vocal in the British media, insisting that they deserve  their success. They have worked hard, saved, got extra qualifications and rejected the hedonistic lifestyle of many Britons. As ‘Orchidee’ wrote in the Guardian last month: ‘Do you really see a British person washing toilets in a hotel for 6 pound an hour? Show some respect, I think we earned it’.

Konstantin Dimitrov, the Bulgaran ambassador in London recently claimed that Bulgarians are not immigrants at all. They’ are members of the European Union and are moving freely inside the EU, including the UK.’ The attitude that the EU is one continental entity is a strong one, especially among better-educated migrants. This one-world outlook  collides with the local perspectives of far less personally ambitious Britons, some of  whom had become over-reliant on a paternalistic state. Britain now has a large ‘underclass’, people who are hard to employ and whose lives are often characterized by a lack of any real meaning.

Many Britons see the arrival of dentists, plumbers, and other skilled East Europeans as a blessing. They have come from vocational training schools in the new EU states. These were closed down in Britain before Tony Blair insisted on the mad strategy that at least 50 percent of young people must attend university. Many did and upon qualifying with degrees in sociology, European studies,  and media studies, they found there were no jobs for them .

Some prominent politicians have woken up and now confess that they handled the migration issue very badly when in government. Jack Straw, a former interior minister, stated last year:

‘One spectacular mistake in which I participated…was in lifting the transitional restrictions on the Eastern European states like Poland and Hungary which joined the EU in mid-2004.

Other existing EU members, notably France and Germany, decided to stick to the general rule which prevented migrants from these new states from working until 2011’.

Only between 5 and 13,000 migrants were predicted to come after 2004  but the figure was at least 500,000. The government refuses to say how many will come now that the remaining restrictions on Romania and Bulgaria have been lifted. But it knows there are bound to be  a great number. The British welfare system, Britain’s economic vitality compared with much of the Eurozone, and the liberal and safe atmosphere of Britain are bound to be powerful magnets.

However, the economies of the new EU states are misaligned with the British economy. Newcomers can earn what appears to be a fortune in everyday jobs. They live simply, sometimes huge numbers living in the same house. But the wages that dazzle Romanians are not enough to cover the costs of Britons who usually reject such a long-term frugal existence.

So all the ingredients for a cultural and economic clash are emerging in Britain.   The multicultural recipe for society is increasingly discredited because it s poorly thought out and impractical. Britons historically did not impose large demands on their rulers and it is not surprising that figures like Tony Blair and Peter Mandelson turned up prepared to  exploit them.  But now anger and impatience is growing. It is not xenophobic but is directed inwards towards rulers whose attitude to their own citizens became like that of colonizers towards conquered natives.

Romanians enjoyed massive disruption in their lives after 2000 so that their country could be semi- prepared for membership of the EU. Except for an economist like Ilie Serbanescu, I heard few people complaining about the shock therapy and throwing open the economy on  nationalist grounds. A lot of  Romanians already accepted that it was normal that the rules for governing their country be made by others.

In Britain, by contrast,  nationalism has never been discredited. Extreme varieties have been repudiated and the 20th century was one of total failure for the extreme-right in Britain (unlike Spain, France, Italy etc). Churchill fought the Second World War with an explicitly nationalist message.

Increasing numbers of Britons wish to end an irrational experiment with globalization that has weakened the country despite unconvincing figures showing impressive economic growth in some years.  Romanian graduates of British universities, especially in the social sciences will protest about the advancing ‘fascist spirit’ in Britain. But as in America, the left-wing universities are completely divorced from mainstream life. The holder of an Oxford degree is  viewed with increasing contempt, if  he or she thinks it is a passport to get into politics.

A more pro-active  spirit is emerging among citizens which is not sinister or irrational. There is a desire to share the country with newcomers who contribute to its well-being. But there is growing opposition to turning Britain into a shapeless world island, densely packed with people who display less and less solidarity and increasingly pursue  their ethnic and religious causes.

The British response to faulty utopian projects like the EU is a mature   and measured one based on self-protection. I hope it provides a model for other members who have suffered badly from EU central direction in recent times. But I fear that in some European countries the challenge to runaway globalization  will  be far less restrained and less respectful of democratic norms.

    • Agree,a valuable analyze, with the risk of grieving many here, even persons I couldn’t expect from, as Mr Lalu , whose articles and views I appreciate equally . I think we should be more open and less suspicious to courageous opinions especially when they are not favorable to us (even not well intentioned , as it is not the case here, I strongly believe this) , it is always a piece of true , at least. Or instead challenging ideas like the precisely that resemblance do we prefer the cozy ones? Cui prodest???

      • Your right Despera and I also respect many of Mr Lalu’s views.

The dominance of political correctness in much of the British electronic and print media means that many of thre necessary conversations designed to find answers for serious problems afflicting the country, are simply not taking place.

The gap has been filled by a range of websites ranging from Harry’s Place (on the left) to The Commentator on the right.

Such conversations are also necessary in Romania in order to try and devise answers for its own societal problems as well as an ominous political blockage.

        • Thank you for replying me , Mr Gallagher. I’ll speak for myself.
I really do appreciate your remarkable knowledge of the Romanian society and the valuable insights on British societal debates you revealed in this article. And I try not to lose my humanity and dignity by showing respect and modesty to others’ opinions. I consider that alike individuals , people (seen as communities, nations) should also endeavour to listen and learn from those with a valuable historical experience . Doesn’t mean to overtake their ideas by mimesis , servile or adulatory , but to resist the temptation of self-sufficiency , conceitedness came from deep old complex (a cultural one in my opinion that can be poisonous even for high spirits) , or mocking all the serious issues all the time (it is said this was a form of survival against history’s vicissitude for the Romanian people that , seems to me rather inappropriate if it substitutes real action ). As you can see many perils watch us , only would be a political situation , but there are other underline ‘tectonic movements’ (ominous like you said as referring to our -I would say perpetual- blockage) that undermine our society already ill by intoxication (when it was supposed to be in course of healing). These troubles come from our language (as for vocabulary [I do not consider here nor the neologisms, after all we’re in the XXI century, or the Anglosphere terms even if they have been often wrong or without judgement used , but a castration, vulgarization both of the vocabulary and the accent] , usual habits (especially a minimal politeness) and go to attitudes , morals and manners.
I will not end without saying that common sense should advise us to not disrespect one’s basic internal rules, habits, manners and so on if he gave you the keys from house , it is still his house and he is entitled to take them back if your coming is turning his life upside down (it is not your problem if it serves or not his own interest , and after all interest is the trigger of more human actions that we are honestly willing to admit) .

  1. „Hard as it is for me to say this, I fear that the wider Romanian society now increasingly resembles that of the Roma and now shares its very limited horizons. Education is less and less esteemed as shown by the epidemic of cheating. Citizens are short-term in their approach to politics and just as easily manipulated by ‘bulibashas’ like Victor Ponta and Dan Voiculescu as many Roma are by their own chieftains.” – excellent analogy!

  2. And now, the voice:

„Hard as it is for me to say this, I fear that the wider Romanian society now increasingly resembles that of the Roma and now shares its very limited horizons. Education is less and less esteemed as shown by the epidemic of cheating. Citizens are short-term in their approach to politics and just as easily manipulated by ‘bulibashas’ like Victor Ponta and Dan Voiculescu as many Roma are by their own chieftains.”

What? Mind you, citizens are short-term in their approach to politics in GB, too. And I’m not a gipsy, and I refuse to die because you doomed me, dear Tom.

  3. Very good insights, but I would make some comments.
The analogy with Roma I believe it is a bit far fetched. Let’s not forget that the British who crossed the Atlantic in the 17th century to colonize America did not do so because of nomadic instincts.
As for working class Romanians, they did not go to Spain or Italy by the million to benefit from the welfare system in those countries, but to work hard to earn their living. They have taken a similar risk with the British going to America, although admittedly much lower. They did not do so under nomadic instincts, but because they had the confidence they could improve their economic condition versus what they could achieve under the rule of an inept (to say the least) Romanian political class. They contribute to the societies they live in today. It is the case of the would-be Romanians going to Britain, as it has been the case for the Poles in the last decade. The Economist has made recently a good analysis on this.
The well-educated Romanians studying and living in the West do so under a drive of achievement and they contribute a lot to the societies they live in.
I am a political conservative (and I speak about the definition given by the political philosophy), but viewing the settlement of culturally similar and adaptable people, with a net positive contribution to their host society in which they will integrate (see the American case of the 19th century, the „melting pot”) as something that should be prevented is a gross error, from a political and economical perspective in my view. Britons should understand that they need to change something in their way of life to become more competitive in the new context.
I have not spoken of the gypsies, who, I agree, migrate in search of benefits, not for economic endeavors. I do not use the politically correct term „Roma” simply to continue the use of a term that has been used throughout the history and to avoid the confusion which most poorly educated westerners and even better educated ones make with Romanians.
I should underline, I make the distinction due to the clear-cut cultural differences between Romanians and gypsies. This is not because of racism, I am not a racist. But, as someone who lived in a half-gypsy village during the communist era, I can tell that the cultural differences are fundamental, despite all integration efforts made by the regime of the era.
I also believe, as you seem to suggest, that the British, like all European people, should awake and realize that the welfare era has ended and that they should assume more responsibility for their lives and demand more responsibility and less messianic approach from their governments. And yes, Britons should produce another Margaret Thatcher, just like we should produce another Corneliu Coposu.
Viktor Orban, the Hungarian prime-minister, made great summary of this line of thinking in a speech delivered within a respectable British forum.

    http://www.chathamhouse.org/sites/default/files/public/Meetings/Meeting%20Transcripts/091013OrbanQA.pdf

    • Marian Grigore thanks for your thoughtful remarks and for the link to Victor Orban’s London speech.
So far during the 21st century, there has been rising public concern in British media forums about a definite social crisis in Britain with many in the working-class abandoning behavioural norms that made this part of the population worthy of respect.

In Romania, the problems are not identical but they are still there. Commentators talk in nervous terms about lots of ordinary citizens whose minds have been captured by a toxic media and who are easily manipulated by obnoxious political forces. They appear unwilling to confront the fact that millions of Romanians are now willing backers of a political force, the USL which in many ways is more retrograde than the old FSN of Iliescu.

I note your experience of the village in communist times. But my own experience is that the differences between these two ethnic worlds has narrowed.
A catalytic experience for me occurred in 2010 was when a neat and dignified old woman on a local train in Sibiu quoted various luminaries from Antena TV as if they were Old Testament prophets. We were near to one of the villages which had not been collectivised in communist times; it was a catalytic experience for me .

      • the power antena tv is strange indeed, is a good copy of fox news though .
what about debating in the british parliament the last episode of the new trash tv-show „benefits street”?

        • If Antena had independent-minded commentators like Fox News’s Bill O’Reilly I would agree.

It is more like a downmarket version of the Guardian…in my humble pinion.

            • Bill O´Reilly has challenged American conservatives on a range of issues to do with economics, lifestyle and ethics.
Show me his counterpart on the contemporary left.Tthere is certainly none in Britain.

      • Dear Mr. Gallagher,
Thank you for the effort to respond to the comments of your readers on this site. Indeed, the mass of Romanian voters lacks a minimal political education. The reasons are numerous, pertaining to the Romanian history, but primarily to the brainwashing made during the communist era. On this fertile ground, the demagogy easily flourishes. USL demagogues know what are the key words that resonate in the ears of the mob, pensions, salaries etc. The reflex of the Father („Tatucul”) is very much present and reinforced by USL’s propaganda. Let’s not also forget that the majority of the active voters are dependent on state largesse – pensioners, state employees. We are therefore in a vicious, self-reinforcing downward spiral, unfortunately.
I therefore share with frustration your astonishment listening to the lady in the train.
However, having the benefit of being a local, I believe the beggars that Romania has „exported” to Europe are from a different social category than the lady. Gypsies and Romanians are not quite the same.
The more important question however is: what to do, how can we break this vicious circle, how can we change the trajectory of the Romanian train now heading to the wall?
How can we aggregate the people with a more democratic, more capitalist vision, who can and are willing to make a change for the long term benefit of this country?
        Thank you

        • Marian Grigore, Your appeal for work to be done on a positive agenda for change in order to reduce the social influence of the USL is excellent.

The example I gave of the women in the train in the Sibiu locality was probably an extreme one. But people with normally healthy instincts have in some instances been seriously disorientated by an incredibly harmful mass media in Romania.

I believe in the power of recuperation of this society but for the recovery to begin I think it is necessary to identify the shortcomings not just at the top of politics and addressv them in a frank manner, so as to obtain a remedy..

      • But my own experience is that the differences between these two ethnic worlds has narrowed.
A catalytic experience for me occurred in 2010 was when a neat and dignified old woman on a local train in Sibiu quoted various luminaries from Antena TV as if they were Old Testament prophets. We were near to one of the villages which had not been collectivised in communist times; it was a catalytic experience for me.

It is funny (or strange, bizarre) that a well known writer on the Eastern European politics and society, basis his analysis on the statements of an ”old woman on a local train in Sibiu”.

But this is not all, the old ladies’ statements and convictions proved to be ”a catalytic experience” for Mr Gallagher :)) well… that’s not much to add to this! we have all our ”over” sensitive sides ! :)

And to complete his analysis, Professor Gallagher concludes – based on this ”catalytic experience” – that the differences between the Romanian and Gypsy ”worlds” has narrowed…

So much to say about putting in balance any pluses and minuses of the young Romanian democracy; so much about making a thorough scrutiny based on the recent developments and, ideally, in a regional and global context with references to the relevant historical episodes in one nations’ past; so much about assessing in a most realistic and genuine way one nation’s potential for development towards the well known western values based on all actors active in the relevant society.

For Professor Gallagher one ”old woman’s ” statements prove to be a ”catalytic experience” more than enough to simply conclude that Romanian and Gypsy worlds are closer than never… He could now provide with a excellent counselling to decision makers in London :)

PS: following Professor Gallagher’s line, one should send Antena 3 in remote British villages to put a few question about life and politics to the locals; I have a feeling than Romanian analysts could find some excellent food for thought listening to the answers of old little Britons than have never faced ”colectivizare” :)

  4. „The British response to faulty utopian projects like the EU is a mature and measured one based on self-protection. I hope it provides a model for other members who have suffered badly from EU central direction in recent times” -a very pesimistic, even sad, point of view, can’t imagine ppl who want the cold war back.
good news is that global warming is on, no metter what (btw, who pays for iraq recovery, guess it’s not well done yet, open your eyes).

    • Oh but Brits do want the cold war back, because it was post ww2 where UK was the glorious winner. Check the TV channels in UK, 50% is WW2 documentaries about how awesome they were before, during and after. The rest are documentaries about how bad they suck now. But even France and west Germany would want the cold war back.. even Russia. Romanians are also nostalgic about cold war, the good times of communism that peaked in the 70s etc. Everybody misses teh cold war (so why not make it happen)

  5. I am pretty tired already about the British hypocrisy.

You are part of a club (EU), and I don’t remember UK being conquered of EU troops. YOU (or your politicians, which is the same to me) CHOSE to be part of this. You WANTED it. And guess what, there are rules in there. You win some, lose some. Win a huge market for the products of your companies, tax free. Win cheap products coming in your market. Tax free, so people can live easier. Win the fact that UK citizens can buy cheap properties everywhere in Europe. And yes, you have to face the competition of EU companies and EU workers.

But you don’t like the “lose” parts. It comes as a package, “mates”. You can’t have just the benefits of having a market of over 500 mil people, tax free, but none of the disadvantages. It just doesn’t work this way. EU CAN’T work this way. We have that magic say in Romania: “you can’t be with your soul in heaven and ….” You should consider that.

So, UK citizens are tired of EU rules? Simple solution: GET OUT!
I can tell you pretty sure that EU citizens are getting tired of UK hypocrisy. Personally, I believe UK benefits a lot more than it loses. If you want out, great, get out! I would surely love to see an UK with visas, 30% taxes, British workers in tourism (sure, you may lose few million tourists, but the few remaining ones will be BRITISH).

I’m pretty sure that my company could easily relocate some of the services we use from UK in countries like Holland, Germany or Norway (yes, I know they are not part of EU, but they have special agreements, and there is no hysteria over there).

    • They wanted to be part of the old Europe of 12 states, not part of what Europe is now. And even the old Europe is viewed with suspicion by the old Brit.. nothing good ever came for the Brits from good old Europe. When they were great there were great because they raided the high seas, as well as those of international commerce,

      • @dum,
well, as I said, they are free to get out if they don’t like it.
and if will ever came to a vote, I will for sure vote AGAINST UK keeping any privilleges, like tax free commerce.
I have a feeling that I’m not the only one. even if romanian politicians are just worthless scumbags, some others, like polish ones, for example, for sure will remember the insults received these days.

  6. Bluntly said, I would so much love to see the UK out of the EU… I would so much enjoy the UKIP to win more and more of the British public…. Best news this decade would be London out of the EU. I’ll drink to that when it happens.

Then it would be so plain obvious that EU is NOT the root of all UK evil and the Brits would be left without their favourite scapegoat.

PS: Without EU’s huge market, UK is a dead economy.

In vechime, indoctrinarea se referea la educatia in religie.
Acestia sintem noi. O populatie fara viitor, care da iama in viitor.

Sa punem staborul in frunte. Vom puteam infiinta in mod legal scuipatoarele publice in care dusmanii politici sa fie ingropati pina la briu in pamint si acoperiti cu scuipati in procese televizate, pe linga care lapidarea ar ramine un vis frumos.

    • Foarte bun comentariu, desi varsa in multe directii!

  8. Cu mâhnire despre „Little Britons contra Global Romanians”

Exista in general foarte putini tigani in Statele Unite.

Sunteti way off the subject… locuiesc in SUA de foarte mult timp si nu am auzit pe nimeni considerand romanii drept tigani. Vorbiti din auzite.

LOL.

    • Dl.

    • Razvan Lele,
I am prepared to speak up for UKIP because it is proposing a correction to policies of globalisation which, if they continue unchecked, could create severe social conflict in different British cities.
For much of my academic career, I have been concerned with devising approaches and strategies designed to manage or control conflicts of identity. The open borders policy of recent British governments, combined with poorly designed welfare policies, are not meant to have such a harmonious outcome.
You compare UKIP with the PRM in exactly the way I recall that Vadim used to compare the UDMR with Horthyist forces. There is little serious foundation for your extravagant comparison. If UKIP followed the PRM by promoting anti-parliamentary, anti-Semitic and anti-minority policies, then I would change my tune.

Actually, UKIP politicians have said very little about the Roma. It is I who has raised the issue, knowing that it is bound to attract unreasonable responses such as yours. But I do so because I feel there is the need for a debate about how to improve the position of the Roma and prevent unrest arising in parts of western Europe where their behaviour and that of longer-established citizens is simply not compatible.
The Romanian authorities would deserve plenty of credit if they pointed out that better-quality pro-Roma initiatives are urgently required and that the existing ‘strategies’ are tokenistic and too often benefit people who do not have the welfare of Roma people at heart.

      • Tom Gallagher,

        3. „…unrest arising in parts of western Europe…” – Faptul că agitaţi spectrul unor violenţe anti-ţigăneşti în Europa de Vest mă nelinişteşte profund. După pogromul mediatic anti-românesc, un pogrom anti-ţigănesc !?

        • Sint de-acord, greseala d-nului Gallagher e nefericita daca si-a scris singur textul.
          Fiaaaare vechi cumpaaaar…

        • Dear Mr Lalu,
I owe you a big apology for not spelling your name correctly.
I am away from home and yesterday was typing my reply in a noisy supermarket. i know it may seem an inadequate explanation for some but but these were the circumstances.

But I do not feel humbled by your response to how I characterise significant numbers of Roma. Millions of people in Western Europe have become aware of the challenge that many of them pose for the cohesion of societies.

I am looking for constructive initiatives and long-term responses, ones that will not involve draconian methods such as those enunciated by the PRM in Romania.

I find it ironic that a social question which most decision-makers in Romania managed to ignore for decades, attracts a furious recation all of a sudden when a foreigner suggests that Britons, Romanians and other Europeans must close ranks to put the Roma on a better course in the future.

          • To close on a more relaxed tone, one cannot help noticing how Romanians – in contrast to Westerners – are but rarely ready to apologise

      • Dear Professor,
I’m honestly disappointed about how you did (not) prepared your homework.

UKIP is EXACTLY the UK, PRM.

        You say:
“If UKIP followed the PRM by promoting anti-parliamentary, anti-Semitic and anti-minority policies, then I would change my tune.
Great. I really hope your word worth more than the one of romanian politicians.
        Let’s start quoting from UKIP:
„“One thing that is clear is that the prospect of work, housing and free healthcare are likely to be a big temptation for many of these people. As I’ve said before, if I was them I’d be packing my bags tomorrow.”
“free movement between Britain, Romania and Bulgaria was “going to have an impact on schools, housing, roads, facilities, health care and – I hate to say it – crime”.
I would like to point out the particular stupidity of this one: criminals don’t need to wait for the right to work.
„UKIP’s sole aim is to have a referendum on the European Union, but what would you do after that?
It’s the only way for Britain. That means that every Eastern European would have to leave, except for the ones who have had kids. For example, say a Polish couple come over here and have kids – it’s a British kid. They would probably have to stay.”
„We are not just talking about pressure on services from immigration but also, and I have to say it, the crime associated with Romanians.”
„“There have been an astounding 28,000 arrests in the Metropolitan Police area of Romanians in the last five years alone”
Which is true; however, very conveniently, UKIP „forgets” to say the whole story: there were 9,540 convictions in England and Wales out of a Romanian population of 100,000 to 120,000 in 2012.
Which is a bit of a different story, and reminds me of the issue that criminals are already in UK from 2007; they don’t need to wait for an work permit.
„next year, the EU will allow 29 million bulgarians and romanins to come to UK” – UKIP poster. It seems like UKIP is a bit missinformed; 29 million romanians and bulgarians were allowed to come from 2007. But, how conveniently, UKIP doesn’t know that.
So, dear Professor, in which way is exactly UKIP different then PRM, and Vadim from Farage? Because I fail to see the difference. Well, a difference will be that romanians throwed PRM and Vadim to garbage, as opposed to brits, which found a new God (Farage), a new Church (UKIP) and a new Satan (romanians/bulgarians).
I hope that after reading UKIP statements you will keep your word.

        • Statisticile nu conteaza ci perceptia europenilor. Am stat in cateva state occidentale europene, prin altele am calatorit.

    • Sincere felicitari domnule Rasvan Lalu.

  9. What is the size of „EU workers” from the total EU population? Anything less than 5% is irrelevant. Thus we are not EU workers but Romanian migrants (at least until that percentage surpasses 5%). And since Roma is our most visible public imprint in the countries where we migrate to, we are also Roma migrants from Romania. All of us. I personally accept this, I suffer from it because I am also a migrant, and from UK I do not expect anything, not even fair treatment as a EU citizen. I only expect something from the voters in Romania, something that will not happen in my lifetime, although I will never loose hope. And I am resigned with being treated/exploited as a Gypsy even though I am blond and work in research. I also consider my life and my family’s far better than at home, and most of my close friends migrated and feel the same. We will not return, unless forced.

TG opinion that Romanians abroad tend to give up national feelings is wrong I believe. We did not, but most of us tend to be restrained, keep things dormant if you wish. Back home we never won much by doing what we wanted, thus we make friends then we betray them. As you see, we were friends with EU in the past 20 years, now people souls and their leaders move away, to Russia or China, or perhaps to some autocratic autarchy similar to the isolation RO got in the Ceausescu era. We all know that to is come, some at home try to do something, RO is a hotbead for civil strive nowadays, but it is inexorable for anyone with good sense. Those who can or were lucky enough left the country, the borders will not stay open for long, UK already started to shut them.

The core of Romanian culture is not historical, as we don’t have much to pride about, even compared to all our neighbors. We were never the core of an Empire (maybe the Roman Empire, but we are now Romanians and we were not core). Take a look an an ancient map: Hungarian Kingdom, Serbian Empire, Bulgarian Empire, Kievan Principality, Polish Kingdom, etc.. It is customs, language, religion for many, literature and arts (small and imperfect but dear to us), and life memory that gives us Romanian individuality. This might explain why states around us are more nationalistic, they have all rights to be, because they have a solid national myth. We have a lie, called Daco-Roman continuity. 300 years ago Romanians (Vlachs) used to be all over Balkans and as far as the Czech lands. Now we have spread again, at least 3 millions of us did.

    • I appreciate the nuanced and informative answer.
I think many Romanians are making a successful life for themselves in Britain and contributing a lot to the country in the process.

Dare I say that Britain in the past and even today has been readier than many other European countries to offer newcomers a chance to settle down and integrate. This is because, as the British MEP, Daniel Hannan has argued in a recent book, Britishness is a political concept (standing for certain political values) and not an ethnic one.

      • You should also know that the ahistoricity of RO is not my personal libation, many of our most influential thinkers, some well known internationally, wrote and thought about it. This perhaps the last place in Europe where people still dress with Bronze Age home made clothes and shoes only 10 KM from an affluent city.

Gypsies certainly influence our culture, but the lands have a lot of influences from all directions. The melting pot of Balkans is much greater than that of the British Islands, and it’s been like that at least for the last 3000 years.

I didn’t knew or at least did not fully thought through the fact that British nationhood is non-ethnic. (Legally every modern state idea of a nation is non-ethnic of course, Romania included.) But came to think about it, UK is the only nation where people see themselves as English, Scottish, etc first. In this case it comes at no surprise to me that UK is clashing with EU, because a UK integrated in EU would loose all coherence as an idea. UK would only survive as a political entity inside EU if people view themselves as British first, which they don’t.

I have now a better understanding of why UK is agitating the European waters these years, it feels trapped into an existential crisis.

  11. I disagree with the overall tone of the article, whose author is certainly not shy on sharing his strong euro-skeptic opinions. The thing is you cannot be part of the club -in this instance EU- and have your own set of rules. It is not realistic to aim such things. Maybe UK would be better off out of the European Union after all. Obviously, that will have a significant impact on local economy. Try it!

There are also paragraphs I agree with:
Hard as it is for me to say this, I fear that the wider Romanian society now increasingly resembles that of the Roma and now shares its very limited horizons. Education is less and less esteemed as shown by the epidemic of cheating. Citizens are short-term in their approach to politics and just as easily manipulated by ‘bulibashas’ like Victor Ponta and Dan Voiculescu as many Roma are by their own chieftains.
Sadly, thata happens to be the naked truth.

  12. I suggest to the author of the article to make sure his source are respectable. For example, Cambridge News has falsely attributed the declaration to Radu Bumbacea. I’ll quote part of the statement sent by the Cambridge Romanian Society:

„We deplore the reaction of both politicians and some media outlets over the last year (The Daily Mail or The Sun). This is definitely not a mature response to a situation, and a more balanced approach should have been expected from Whitehall and an Oxford-educated Prime Minister. It is all too easy to adopt a ˝boogie man˝ approach during times of crisis, but we must remember that a dangerously similar approach was used years ago and it left Europe with deep psychological scars. Today, it is our two countries, tomorrow it could be Turkey or Serbia. If this Government’s measures will overstep the line, we are confident that both British citizens and the EU will condemn said measures.”

This has been modified by the author of the article to draw more attention onto it. However, since then the Cambridge Romanian Society has sent a statement to all the newspapers that have relayed this news story. However, the statement has not been published anywhere to my knowledge. I’m attaching the statement sent by the Cambridge Romanian Society:

„Recently, an article in Cambridge News outlined comments offered in the name of the Cambridge Romanian Society (CRS) committee. We want to state that the said statements were not made by the Society’s President and were made in error, not representing in any way the position of the society. The committee regrets the inconvenience caused to the society members and any inopportune views on the British institutions and politicians. After a discussion among the society members regarding the UK job market for Romanian workers, we recognize that we live a difficult time in Europe and that the governments strive for the well-being of their nations, the British one being no exception. At the same time, we fully support the European open views on employment and immigration which have until now benefited both the British and Romanian economies, see
    http://www.economist.com/blogs/blighty/2013/12/wha
The Society has several members that are integral parts of the University of Cambridge, involved in admission, teaching and research, all whom are very well regarded and who have substantially contributed to British higher education, research and society as a whole. We will continue to engage, to the extent of our abilities, in promoting dialogue and mutual understanding, and in welcoming and helping integrate the Romanian students that arrive in Cambridge.”

  13. A disappointing article which still insists on some clichés that have been debunked just over the last few weeks. Had the article been published at least a month ago the author could have been excused for imagining a scenario that has never happened. However, the mass exodus of Romanians to UK has proved to be nothing but a joke- there was just one (ONE!) Romanian trying to immigrate to UK on January 1, instead of the hundreds or thousands „expected”. One immigrant confronted and photographed by dozens of journalists, as if to underlie the ridicule of the whole situation.

Regarding those who came to UK prior to January 1, 2014, there are clear economic benefits that UK has enjoyed from these immigration. There are tangible, measurable benefits, and numbers are available in the press, alongside many accounts about entire communities being revitalized by the Polish, Bulgarian or Romanian newcomers. To brush over these economic benefits while at the same time blowing out of proportion the POTENTIAL negative aspects of immigration sounds very partisan and non academic.

Too bad, as I have always been interested in Dr. Gallagher’s opinions about Romania. Maybe being able to distance himself from passion and relying entirely on reasoning instead is what allows him to understand the Romanian reality better the the British one.

    • It is naive to make generalisations about how many Romanians will come to Britain because of the small numbers seen at a few entry points.
Contrary to what you have stated here, I have never endorsed halting Romanian migration. My concern is to ensure that steps will be taken to prevent migration of the kind stemming from a desire to avail of welfare benefits, proving socially disruptive.
I think it is an honourable concern to have and I won’t lightly discard it.

I agree with this statement. I find it quite asymmetric though. I find that the behavior of the Citi of London (the Citi is in the lead in Europe) is somewhat similar to the gipsy behavior: blackmail and psychological manipulation at its best and, short term profit from parasitic activities. There are differences in terms of scope (global), reach (global), power (global). Wondering – given that the current crisis in Europe originated and was caused by the FIRE sector, are we ignoring one of the lead causes of social stress the article is focusing on?

  15. Motto: ‘So when Xerxes heard of it he was full of wrath, and straightway gave orders that the Hellespont [Dardanelles strait] should receive three hundred lashes, and that a pair of fetters should be cast into it. Nay, I have even heard it said that he bade the branders take their irons and therewith brand the Hellespont. (…)’ (Herodotus, Histories 7, 35)

In 1956, N Khrushchev delivered (undoubtedly) the greatest blow to the Stalinist cult of personality existent in the Soviet Union. What he didn’t know is that he implicitly hit the Soviet system per se: as V Mitrokhin describes in ‘The Sword and the Shield’ he and other officers were being read the contents of the speech. At the end of it, the chief officer exclaimed ‘Khrushchev is right. Stalin was a bastard!’ But all the officers present had in mind the same thing ‘Indeed Stalin was a bastard. But were was Khrushchev all this time?’ I am convinced that this story is familiar to you, given your expertise in the field.
Let’s fast-forward this to nowadays. Romania became the 27th member state of the EU on 1 January 2007. Everywhere in Europe (both East and West) this was regarded as a final step of what was begun in 1989 (if this year means anything to you): the integration not into a political family, but a family which upholds democracy and the rule of law (‘rechtstaat’ would be the correct term, not rule of law, since we have a civil law system, not common law as rule of law is defined in the works of AV Dicey or T Bingham). You suggest in your article that the democratic institutions and the rule of law weren’t consolidated then (or now). Fair enough, but where you, the British politicians, or, better said, the UK then? Was it outside the EU? Was it boycotting EU institutions? Was it negotiating a different accession treaty? Was it vetoing (or delaying) Romanian membership (NB it had the right to do so)?

Prof Gallagher, it is very sad to see that a person with your level of expertise and knowledge displays a moral amnesia when regarding fundamental European values. The atrocities of communism, documented and studied, are of no excuse to overlook what has happened on this continent 70 years ago (especially given the fact that there were/are/will be many things in common between fascism and communism). It is more than sad to see (as I saw last night on BBC Hardtalk) the interviewer asking Dean Spielmann, president of the ECtHR, if the UK should follow on what Russia is doing (namely refusing to uphold the decisions of the ECtHR and insinuating a withdrawal from the Council of Europe). Do you regard Russia as a model of human rights in Europe/the world? Is the UK a country that upholds fundamental human rights if it refuses to uphold decisions of the ECtHR (not changing the legislation, but at least awarding the damages)? What would your answer be if Romania had that position? [1] Do you consider EU/ECtHR as antique institutions, which need a reform in the sense of ‘leave us alone, take care of real problems like Romania’ just as Hitler considered the League of Nations? (By the way, that was the very First referendum he held in 1933; it was, for him, a more pressing issue than anything else.)

‘Britain is one of the most socially tolerant societies on the planet (…)’ I think this Wiki link is quite informative [2]. ‘These mainly involve white Caucasians because inter-marriage is far less prevalent among south Asians who have settled in Britain.’ Please explain: if you are referring to marriages between white Caucasians of different ethnical background (e.g. Polish and Romanian), those are not inter-racial as far as I know (and have nothing to do with Britain). :)

Just as N Khrushchev ‘forgot’ to mention about the crimes committed during the collectivisation and industrialization campaigns, I see no mention in your article about E Powell and Rivers of Blood? I am well aware that many readers will have heard of this for the first time: [3]. Are you proud/ashamed of him? Or just neutral? Was it a ‘total failure’ (as you say later in the article) when his remarks helped the Tories win in 1970 and the Labour in 1974? N Farage seems to consider him a model (as well as many members of the ‘common sense’ UKIP). Was Enoch right, professor? :)

‘Churchill fought WWII with an explicitly nationalist message.’ I’m glad you brought this up. What was the message he used when Britain declared war on Germany just to defend the independence and integrity of Poland (the UK was never attacked on 1/3 September 1939)? By the way, would Britain do this today for Poland? (You must be laughing as hard as I am)

‘The left-wing universities are completely divorced from the mainstream life.’ How should they act, prof Gallagher? Should they say that it is more likely for Britain to become a Venezuelan type dictatorship (are you seriously referring to Ed Miliband?) and that a Marxist cultural left has benefitted (what is the percentage, in the last elections, of the communist party)? ‘Jewish Bolshevism’ eh?

What is the solution, professor? Is there a final one?

    • I have to ask myself this question: is the possible expulsion of the UK from the Council of Europe such a retrograde step when it includes the country you mention – Russia which has been committing serious violations of human rights almost since becoming a member?

My country is now in serious conflict with the CoE and the European Court of Human Rights because the national parliament refuses to allow prisoners in British jails the right to vote. I think the founders of the Council in 1948 would ask how did the intellectual climate change so radically for human rigthts to have become so debased.

if Britain quits the CoE it will almost certainly interprete the Convention of Human rights in the spirit that was originally intended.

      • I think the British Parliament is right on this matter, and here is why:

        1. Every individual is the sole owner of his person. As such, he is the sole owner of all goods or services produced using the intellectual and physical assets of his person.

        2. By living in a society, individuals agree to retain management of only part of what they produce, allowing the balance to be managed by the state (presumably for their own good).

        3. Elections are a process through which individuals (indirectly) decide on how the wealth produced by them but entrusted to the state will be managed. Therefore, the right to vote should be limited to individuals that have a net contribution to the pool of funds made available to the state.

Conclusion: inmates should not be allowed to vote, and so should welfare recipients, BTW, since no contribution automatically means no right to decision.

  16. This article actually proves that Romanians are not so much unlike the Britons, after all. Whenever we wonder what is the moral disease that makes some of our respectable Romanian public figures, mostly intellectuals, start one day endorse politicians like Iliescu, or Nastase, or Ponta, or Vadim Tudor for that matter, (think Razvan Theodorescu, Stelian Tanase, Zoe Petre, Emil Hurezeanu, Daniel Barbu …you know, the list is endless) we should remember Tom Gallagher. And his infamous support for people like Farage and his UKIP. Same disease.

On a second thought, what if I was too fast to declare our redemption by TG and we are a despicable nation, after all? It could be that TG is not an example that Britons are just as frail morally as we are. He’s just had too much of an exposure to our society and he’s got the disease from us. And so will many Britons, if we linger around them too much. Beware Britons, here we come! Make no mistake, we will take you down, to our level, in the end :-)

  18. I have been reading the news for weeks now. I have difficulties processing all the information and I have changed my opinion so many times that I can’t even remember when and why. One thing I found to be sure and I would like to share it with you: it’s time we all focused on finding solutions and being professional. I know I found a solution that works for me. I am currently working on implementing it for the benefit of both the UK and Romania.

I am no longer 100% Romanian, nor do I consider myself to be British even though I spent all my professional life in the UK. I am something in between. There are others like me. The more the merrier I’d say because both societies need responsible people willing to work fair and square and lead by example. For someone like me the UKIP is causing difficulties in the UK, the USL and Co. back in Romania and I’ve had it with both.

We don’t have to aim to fix the world. If only a small proportion of those reading my lines managed to fix themselves we may find that the world would be a better place. Believe you me, once you start working on this person watching you from the mirror, if you are doing it right, you will find many problems needing to be fixed.

  19. Many of the facts in the article are correct.

However, the conclusion is dead wrong. And I will explain why.

But first: I live in the UK for some years now and I felt offended by the xenophobic attacks of UKIP, Daily Mail, conservative politicians such as Patrick Jackson or even by the government who had a policy of daily attacks on E.U. migrants. I can tell more on this subject, but I already covered in few articles in my blog with examples (including Polish teenagers being murdered in the UK just because they are Polish). Romanian are a tolerant nation and I am very proud of this so please do not misjudge us on these grounds so maybe we are not as vocal as other nations when we are under attack.

There are also some dubious comments with reference to radical left-wing judges. The rule of law in Britain is 1000 year old and is the strongest in the world and Britain is a leading exporter of legal services (5 British law firms are in top 10 worldwide) and Russian oligarchs chose the British Courts to settle their accounts because the Courts are fair.

Another dubious comment is related to low salaries for Eastern Europeans working in agriculture and other low-end jobs: the minimum salary in Britain is approx 8 Euro / hour and many locals don’t get these jobs as they do not show up early morning on time. Is about work ethics, not salary.

I think Britain should be happy is a magnet for immigrants, this shows it is a success (unlike Romanian model that exports work-force). And UKIP voters should rather welcome the competition from the best of the best so they can prove themselves. But is easier to get the government to protect them staying in bed rather than forcing them to go to work.

But the main conclusion of the article is wrong. Britain is successful because is at the heart of globalisation. Look at FTSE 100 companies and most of their profits are earned abroad (Vodafone business is 90% outside Britain for example) to the benefit or Britain. It is normal that multinational companies select the best talent and deploys this best talent wherever is needed. Without the export oriented multi-national and multi-cultural London that represents 33% of the economy and the real economic engine, Britain would be much poorer.

    • There is huge controversy over just how much good Britain’s embrace of globalisation, starting in the 1980s , has done for the country. Britain’s population thinks that too much has changed too quickly and that it has been based on faulty actions by bureaucrats and politicians with limited abilities and a short-term outlook. A lot of people who have emigrated to the UK since the 1950s and who have successfully integrated are also troubled by the downside of globalisation.
This will be shown by the support UKIP has picked up among at least some new Britons.

  20. @TOm Gallagher
    and one last comment:

British people are panicking about POSSIBLE, let’s say, 250.000 immigrants from Bulgaria and Romania, over 5 years (most realistic estimations).

in the same time, UK government is planning to increase immigration from India from current level (approx. 300.000 people / year) to over 500.000 people / year, as declared by PM in his visit in India, together with a relaxation of visa regime for China.

wouldn’t be better for everybody if UK will just leave EU and stick with it’s buddies? of course, EU will need to implement the same regime of visas to UK.

I’ll happily cancel any thing that I could do in UK (tourism, trainings, etc), and replace them with suitable equivalents from within EU.

I return to my idea: Romania and Romanians like to be inside EU. if UK and British citizens don’t, just get out, without so much fuss and drama. I’m pretty sure we will be able to survive without you, (like allways).

    • Dear Mr. Evil,

Whether or not UK leaves the EU construct will be decided by Britons themselves. If they leave, the UE construct will suffer as less capital would become available and the core bridges to the City would be shut off. Frau Merkel had said it several times for the last months: if the UK leaves the Union we’ll be in trouble.

The fact that Romanians love being part of the UE is – sorry for the bad news – irrelevant for the UE. Romania is a liability, and that’s a fact. It’s not about the migration process but rather about economics and social impact. The author did explain the social impact in great details and with outstanding accuracy.

Your arrogance, perfectly noticeable within your last paragraph has little ground I’m afraid. EU might survive (although hard to believe) without UK however; Romania will not survive without UE. It’s not about UK being the problem in UE Mr. Evil. It is Romania being the problem and most anti-emigration legislation currently being drafted in Germany, Holland, France and so on are particularly targeting Romanians and Bulgarians and not the Britons.

Very few European countries would have the nerve to say “Okay you Britons just leave the UE and leaves us alone, we’ll do just fine”. The problem is that most of the UE countries have already said “Enough with the Romanians and to some degrees with the Bulgarians, we’ll be better off without them therefore they should pack up and leave”.

The fact that you might cancel any direct or indirect investment in UK will have very little effect on Britain.

      • Mr. Far Away,
You are wrong on some many points that I don’t know from where to start. so let’s start with the beginning.
“If they leave, the UE construct will suffer”
True, but I have a feeling the UK economy will suffer a lot more, losing a market of 500 mil people.
        „Romania is a liability, and that’s a fact.”
While it may be a fact that Romania presents SOME liabilites, it’s also a fact that it’s a 20 mil people market (not exactly neglijable), has a bit of oil & gas (ask Austria, particularly OMV), some auto industry (ask France, Renault), a bit of good IT (ask Oracle), a bit of shipbuilding (ask Aker, Daewoo) and others.
„Romania will not survive without UE”
Well, that’s a bit harsh. To my knowledge, Romania survived in the last 2 centuries WITHOUT EU. And I would add, without UK (or even „against UK”, since we were given to mother Russia as a gift).
„It’s not about UK being the problem in UE.”
I would say that romanian corruption is a less smaller problem to EU then UK being a drama queen. Romanian corruption affects mostrly romanians, while UK „drama” affects EU. Mostly by requiring a „more equal then others” status, based on the history that UK USED TO BE an important power on the world scale. While know is not a midget between gigants, is for out of the world powers group (yep, they hate to hear it, but is nevertheless truth.)
„The fact that you might cancel any direct or indirect investment in UK will have very little effect on Britain”.
The fact that me, Dracu, will cancel investment to UK is indeed close to zero on a nation scale. That fact that, let’s say, just 10.000.000 (from 500 mil) „Dracu” will do the same, and some of the „Dracu” might be in key positions in big companies, might be felt directly in the pockets of UK citizens.
It’s a good idea to be careful when playing with fire, like the birts are doing. They might get burned.

  21. Some good points here Sir, some good points. But not all. For example to say „The United Kingdom Independence party (UKIP) is a common sense political force which recruits from across the geographical and racial spectrum” is as you would said that Romania Mare Party is a common sense political force which recruits from across the geographical and racial spectrum 15 years ago.
